Duties

As a senior advisor, to the J5 Director, HQ U.S. Special Operations Command (HQ USSOCOM), analyzes, oversees and coordinates national and command strategic policy and authority actions across the U.S. Special Operations Command (USSOCOM) enterprise in conjunction with national-level and Department of Defense policy organizations ensuring Commander United States Special Operations Command (CDRUSSOCOM) priorities and guidance are represented within national guidance. As the principle Subject Matter Expert for USSOCOM policy priorities, analyzes, advises and guides on national-level strategic guidance documents; to include but not limited to, National Security Strategy, National Defense Strategy, Unified Campaign Plan, etc. As the technical authority, develops specific and detailed policy and guidance to ensure interoperability with joint military strategy and plans between USSOCOM, other National Agencies, Unified Commands and SOF personnel, representing the priorities and guidance of the CDRUSSOCOM, to US policy and doctrinal publications that impact regional Special Operations Forces (SOF) partners. Exercises supervisory personnel management responsibilities.

  • This position is subject to provisions of the DoD Priority Placement Program
  • The incumbent of this position serves “on call” 7 days a week, 24 hours a day and may be required to be available after duty hours when problems arise.

  • Work may require frequent travel (up to 20%) away from the normal duty station on military and commercial aircraft for TDY to attend office calls, meetings, conferences, workshops, seminars, orientation, and make staff visits. (Cont'd)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Standards for Administrative and Management Support Positions, General Schedule Management and Program Analysis Series 0343 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes Mastery of and comprehensive knowledge and experience in national and Department of Defense (DoD) Policy and its ties to HQ U.S. Special Operations Command (USSOCOM) strategy and plans along with pertinent procedures to the implementation and influence of current and future policy actions and authorities supporting USSOCOM. Expert knowledge of USSOCOM policies and procedures to effectively coordinate, develop and staff policy and authority actions which impact and direct the global USSOCOM enterprise. Expert knowledge of USSOCOM mission, organization, and interrelationships of DoD, joint staff, and interagency working groups required to proactively influence national, DoD, and USSOCOM policy actions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of and comprehensive knowledge and experience in national and DoD Policy and its ties to USSOCOM strategy and plans along with pertinent procedures to the implementation and influence of current and future policy actions and authorities supporting USSOCOM. 2. Knowledge of unified command structure and Combatant Command area of responsibility, policies, command relationships between SOF and conventional forces and associated political environments to proactively influence and coordinate policy actions across the USSOCOM enterprise and through Assistant Secretary of Defense for Special Operations Low-Intensity Conflict (ASD-SOLIC) for national consideration. 3. Knowledge of the pertinent processes prescribed to successfully review, edit and recommend USSOCOM inputs to national strategic documents to include but not limited to National Security Strategy (NSS), National Defense Strategy (NDS), Unified Campaign Plan (UCP) and the entire USSOCOM family of plans portfolio. 4. Knowledge of the mission, roles, functions, organizational structures, and operation of the DoD, USSOCOM, and other pertinent organizations that govern, interface and/or influence SOF processes and operations. 5. Knowledge, experience and expertise pertinent to the successful preparation of USSOCOM Commanding General to engage and present the state of USSOCOM to Congressional leaders via annual posture testimony and Presidential Budget processes. 6. Skill in coordinating and communicating effectively from both a personal and intellectual aspect, with policy subject matter experts sufficient to comprehensively research and analyze laws, policies, programs, and current events to construct documents that are accurate and correct for changing situations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
