Duties
As a Resource Management Specialist you will:
Administer funding resource mechanisms and provide a variety of functions involving major contracts, interagency agreements, memoranda of agreement and funding opportunity announcements for grants and cooperative agreements
Ensure program objectives are carried out as efficiently and effectively as possible with the maximum utilization of funding resources
Participate in the budgetary planning of long-term projects and projections
Provide consultation on procurement/acquisition policy, identify appropriate funding mechanisms, and appropriate obligation and execution of funds
In collaboration with scientific/technical experts, develop acquisition requests (i.e., contract requests for proposals, memoranda of agreement, etc.) and funding opportunity announcements for grants
Serve as project officer/technical monitor for contracts and/or grants
Exercise management oversight responsibilities for the initiation, administration, and/or close-out of contracts
Provide analytical and operational assistance in extramural budget formulation, effective utilization and monitoring of financial resources, formulation of long- and short-range objectives, and planning and evaluation systems as it relates to funding resources

Minimum Qualifications:
To qualify at the GS-13 grade level, you must have at least one year of specialized experience at or equivalent to the GS-12 grade level, which must include the following experience: budget planning and execution; financial management and monitoring of contracts, cooperative agreements, and interagency agreements; and monitoring and reporting of extramural funds and/or extramural funds management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected.
College or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. For a list of schools which meet these criteria, please refer to
