About the Position: Serves as Program Manager with specialized expertise in program and project data input, retrieval, and analysis using current reporting and visualization automated tools. Coordinates closely with HQUSACE, Regional staff, other Major Subordinate Commands, and various Federal, State and Local government agencies responsible for programming, planning, and executing mission related programs.

Duties

Serves as an expert advisor on information and data management. Briefs on all aspects of seeking out, gathering, analyzing, and delivering information and knowledge products. Manages the overall application and report generation of the various automated systems used. Determines and provides appropriate and responsive products and services with both internal and external customers to define project scope, identify requirements, and define and track deliverables and commitments. Provides advisory and policy support to management on program and project issues requiring resolution. Provides training for Program Managers, Analysts, and staff that support programs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires temporary business travel (TDY) up to 25% of the time.
  • This position requires you to possess, or be willing to obtain and maintain, a valid, State-issued motor vehicle driver’s license.
  • This position requires you to possess, or to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience: One year of specialized experience which includes: 1) Conducting research/analysis on major civil works programs to identify project execution problems, forecast future needs, or address financial considerations; 2) Preparing comprehensive reports from analytical evaluations of civil works projects; AND 3) Providing guidance to staff and leadership on budget execution and life cycle program objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Oral CommunicationProject ManagementTechnical CompetenceWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-12.
