About the Position: This position is located at Fort Hamilton in southern New York City, Bay Ridge, Brooklyn, at the base of the world famous Verrazano Narrows Bridge. It is 20 minutes to mid-town Manhattan. Since Spring 1998, the Fort Hamilton Military Community has been home to the North Atlantic Division, U.S. Army Corps of Engineers; New York City Recruiting Battalion; and New York Military Entrance Processing Station. Commuter buses and trains are readily accessible from this location.

Duties

Serve as Program Manager (Human Resources) with responsibility for management, oversight and integration of a variety of programs designed to support the well-being and personal development of those who comprise the installation/garrison community. Advise on implementation of policies and programs to the Garrison Commander (GC), Garrison Manager (GM), Deputy to the Garrison Commander (DGC), and Deputy Garrison Manager (DGM). Participate in developing and executing the garrison strategic plan for all managed programs consistent with IMCOM program goals and objectives. Develop position on program requirements. Participate in development of long-range operational program plans with garrison management and key operating officials of the installation and tenant organizations. Responsible for the final review and recommendation on the Financial Program and Budget Plan for assigned programs. Provide expert advice on policy, directives and guidelines on a full range of matters pertinent to assigned functions. Select or recommend selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Identify employee developmental needs and provide or arrange for training (formal and on-the job) to maintain and improve job performance. Evaluate employees performance based on established performance standards. Serve as spokesperson and representative in meetings and conferences with partner organizations and representatives of higher echelons.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This is a Mission Essential position. In the event of severe weather conditions or other emergency situations (natural or man-made disaster), the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
  • You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon the return of the former incumbent.
