You will serve as an IT Specialist (INFOSEC) in the Digital Networks & Applications (DNA) Department, Engineering Solutions Division, Hardware/Software Engineering Branch of NAVAIRWARCENAC DIV.
This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.
Duties
You will collaborate with Cyber Security on Certification and Accreditation documentation to achieve/maintain Authorization to Operate (ATO) for IT systems.
You will utilize knowledge of information technology trends, and emerging technologies relevant to the design, development and implementation of IT and DevSecOps systems.
You will collaborate with multiple DNA Teams and subject matter experts across a variety of IT disciplines to ensure optimal operation of IT systems.
You will develop and justify detailed technical plans/schedules, estimate resource requirements, define and evaluate progress against performance and resource expenditure milestones.

- This is a Cyberspace Workforce position, work role code 802, proficiency level Basic, the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
You resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to the four competencies listed above, your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-11/12) or pay band (DS-04) in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing DevSecOps practices including Continuous Integration/Continuous Deliver (CI/CD) Pipelines, Agile Development and Containerized Application Hosting; 2) Applying technical expertise in all IT functional areas (including but not limited to: project management, design, networks, cyber security) and ability to integrate this expertise with practical knowledge of the mission, objectives, and operations; 3) Applying knowledge of systems development tools, hardware architecture and application software products; and 4) Collaborating with all levels of personnel, planning/assigning work, resolving complaints/complex issues, and providing day-to-day tasking and technical direction for a team.
