Duties
The primary purpose of this position is: To serve as the program manager and coordinator on the J5 Strategy Plans and Procedure Directorate, US Special Operations Command (USSOCOM) planning, coordinating, and executing engagement of foreign defense attaches and other diplomats in support of the Program to counter the strategic threat of terrorism and violent extremism.
As the Program Manager, assumes duties as an analyst and coordinator in the J5 Strategy Plans and Procedure Directorate, USSOCOM providing direct support to foreign nations in the engagement of senior foreign military officers on a global basis to counter the strategic threat of terrorism
Develops goals and objectives that integrate J5 Strategy Plans and Procedure Directorate staff activities with USSOCOM operations and contingency plans
Develops annual engagement plan to define J5 Strategy Plans and Procedure Directorate engagement strategy, objectives, and priorities and establish requirements for events in the next calendar year

Qualifications
Position requires a Top Secret with SCI clearance. Incumbent has access to classified materials
This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (a) to refrain from the use of illegal drugs and (b) if requested, to submit to urinalysis testing
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management And Program Analysis series 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of sources of factual information about the programs and finances of the assigned area; knowledge of budgetary methods, practices, procedures, regulations, policies and other guides which apply to assigned programs and supporting organizations; sources and types of funding for supporting organizations and programs; knowledge of pertinent laws, regulations, policies, and precedents that affect the use of the program and related support resources (people, money, or equipment) in the area.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Extensive knowledge of the national command authority, unified command structure, and USSOCOM mission and capabilities.
Knowledge of the joint planning process for Operational Plans and Contingency Plans.
Ability to plan, organize, and direct projects, to include coordinate office administration workloads to meet suspense deadlines.
Ability to analyze, plan and adjust work operations of one or more organizational segments to meet program requirements and objective within available resources.
Ability to communicate effectively both orally and in writing.
Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions and package the entire process in briefing, papers, or reports suitable for top management us and decision making
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
