This position is part of the Missile Defense Agency, Missile Defense Agency.
Duties
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
As a Program Analyst at the NH-0343-4 some of your typical work assignments may include:
Performs wide variety of analytical duties connected with planning, prioritizing, justifying, directing, controlling, managing and implementing business transformation. As a program analyst for broad subject matter area in information technology, advises on enterprise resource planning capabilities, communications, architecture, and systems planning. Serves as technical advisor and specialist to management on enterprise business capabilities, initiatives, policies and procedures.
Focal point for the development and implementation of effective strategies, advanced business and financial management systems structures and techniques, new business and financial management systems, systems modifications, systems integration, and core business and financial management modernization. Defines opportunities for new or improved business process solutions; consults with customers to identify and specify requirements; recommends overall functional requirements; and conducts business process reengineering.
Analyze the productivity, efficiency, and effectiveness of procure to pay operations and to develop ways to improve accuracy, adequacy, and timeliness of the results. Contributes to the effectiveness, efficiency, and productivity of the agency operations. Makes suggestions for changes to the organizations' business process or use of the enterprise resource planning system.
Provides advice on a broad range of programmatic and business process issues in the sourcing, procurement, and finance/payment/disbursement systems. Uses knowledge of procurement, receipt and acceptance, and finance systems to contribute to the refinement of existing enterprise business capability strategies including testing new technologies, techniques, procedures, and process.

- Telework Eligibility: This position is telework eligible. This position may be eligible for part time, substantial or ad-hoc telework at the discretion of management.
- Employee must obtain/maintain Non-critical Sensitive/Secret security clearance
- Pre-employment urinalysis testing and random testing required
- This is an acquisition position coded level III in Business-Financial Management. Selectee must obtain mandatory DAWIA certification within 24 months of entrance on duty
- Selectee must acquire 80 continuous learning points every 2 years
- This is a Financial Management Level III Certified position. Incumbent shall comply with the requirements of the certification program
Qualifications
You may qualify at the NH-04, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13/NH-03 grade level in the Federal service as listed below:
Experience using advanced management and organizational practices; advanced business and financial management systems structures and techniques, and new business and financial management systems.
Experience with systems modifications, systems integration, and core business and financial management modernization.
Experience with entering, monitoring and correcting budgets in an Enterprise Resource Planning (ERP) financial management system, specifically appropriated funds, including an understanding of the different budgetary levels of funding (appropriation, apportionment, allotment, sub-allotment)
