Qualifications
NOTE: You must meet qualification requirements by the closing date of this announcement.
To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as evaluating and providing recommendations on environmental policy or regulatory issues; supporting the development of strategies, briefings, reports, or other communications materials; and communicating with a variety of internal and external stakeholders on scientific, technical or regulatory issues.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of the scientific and technical concepts, principles, and practices of recycling, sustainable materials management, and advancing a circular economy for materials.
Skill in developing partnerships and collaborating with professionals outside of your organization to implement a national program.
Knowledge of performance management/measurement methods, tools, and techniques.
Knowledge of environmental grant program administration sufficient to oversee and/or monitor contracts or program grants.
Knowledge of effective training techniques sufficient for development and stakeholder implementation of national programs and initiatives.
Skill in oral communication.
Skill in written communication.
Knowledge of Federal, State and local laws and regulations and lawmaking or rule-making processes sufficient to make decisions or recommendations significantly changing, interpreting, or expanding important agency/national policies and programs.
Skill in developing partnerships and collaborating with professionals outside of your organization to implement a national program.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
