This position is located in External Affairs Directorate, Office of Legislative Affairs. As an Congressional Liaison Specialist, you will provide assistance to the USCIS Office of the Director, directorates and program office(s) entities by liaising, planning, directing and coordinating congressional activities related to the USCIS mission.

Duties

The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity. Leads efforts on congressional inquiries (National Security, Immigration Policy/Status, Human Resource, Government Contracts, etc.) that can impact one or multiple departments across USCIS. Provides authoritative technical expertise and assistance to congressional staff on complex and sensitive issues (casework/policy) that may require a diplomatic approach. Develops official responses, ensuring that the reply fully answers the query, identifies corrective actions, if necessary, establishes controls, and attempts to earn favorable reactions from members of Congress. Ensures that members of Congress and their staff, as well as relevant governmental entities, are provided with clear and concise analysis and interpretation of new initiatives. Identifies briefing and training needs for congressional staff, and coordinates efforts with appropriate leadership to address these needs. Conducting both external and internal training on USCIS and OLA operations, policies and procedures. Facilitates and conducts special briefings for congressional leaders, congressional committees and their staff, governmental entities, and in some instances, individual members of Congress.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 06/26/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 06/26/2024. GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Analyzing and interpreting legislative and congressional activities to support Department related policies, programs, and initiatives. Monitoring and tracking congressional activities while reporting/disseminating program activities ensuring compliance with program goals and objectives. Interfacing with senior leaders and preparing them for large scale meetings. Recommending communication strategies on legislation, policies, or directives that impact an agency.
