You will serve as a LEAD FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER'S OFFICE FINANCIAL MANAGEMENT DEPARTMENT of NAVY WARFARE DEVELOPMENT CENTER.
Duties
You will assist the Supervisory Financial Management Analyst in the organization, analysis, and oversight planning, programming, budgeting and execution of funding programs with the command.
You will serve as lead for a team of subordinates responsible for financial management support across the enterprise.
You will coordinate the efforts of assigned team members in functions such as budget formulation and estimation, interpreting standard organizational budgetary, accounting or financial administrative policies and research.
You will conduct analytical financial studies designed to improve efficiency, effectiveness, and eliminate or reduce issues as well as analyze statistical reports to identify problems and trends for fund execution.
You will contribute to the cost effective use of funds to assure funds are not over or under obligated.
You will operate the local Defense Travel Administration (DTA) help desk, track traveler debt and track submission, receipt and liquidation of travel claims.
You will manage and monitor cardholder accounts using the Citibank Card Management System (CCMS) .
You will serve as SLDCADA administrator to include reviewing and approving time and attendance of applicable employees to ensure accuracy and completeness prior to certification.
Requirements

- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
To qualify for the LEAD FINANCIAL MANAGEMENT ANALYST, GS-11 position your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience assisting in developing, interpreting and implementing fiscal policies, precedents, procedures, and regulations to identify, analyze, and resolve a range of budgetary issues within the command.
Experience utilizing accounting systems to perform specialized work involving managerial or administrative tasks to include analytical forecasting and interpretive functions associated with the management and control of resources or funds; tracking and control of funds for special programs.
Experience performing analytical or program work pertaining to payroll, cash control, and benefit systems.
Experience interpreting and applying a wide range of standard organizational budgetary, accounting and/or financial administrative practices and regulations to phases of an annual budget and/or financial administrative process.
Experience formulating budget and estimates to support command plans, programs, goals, and activities as well as reviewing and evaluating budget requests, control and reporting obligations and expenditures.
Experience researching guides and other factual regulatory material to locate accounting, budgetary and financial information to prepare summaries for use by upper management.
Experience with Department of Navy Travel program and cardholder systems such as, or similar to, Government Travel Charge Card (GTCC) and Citibank Card Management System (CCMS).

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
or
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree as a Ph.D.
or
Possession of an LL.M., if related
or
A combination of experience and graduate education as described above that equates to one year of experience
