This position serves as Information Technology Specialist, reporting to the Application Support Section Chief in the Information and Resource Management Branch (IRMB) at the National Institute on Drug Abuse (NIDA). This includes developing software applications, overseeing collaborative technologies, coordinating data warehousing, providing analytic and reporting tools, and supporting the policies and investment oversight required to deliver secure, state-of-the-art IT systems for NIDA.
Duties
Work with other senior database experts to design, implement and maintain highly flexible database infrastructures capable of supporting both large and small applications on those platforms.
Establish and maintain database standards, procedures and guidelines; and participate in the planning of future database expansion, enhancements, and selection.
Provide high-level technical expertise and major technical responsibility for developing, monitoring, and maintaining multiple databases or applications and serve as a technical expert for complex databases.
Diagnose and resolve the most complex data management problems and issues.
Apply database changes and testing for vendor maintenance fixes and new releases, conduct tests, and evaluate database package tools.
Research, evaluate, introduce and support new evolving technologies potentially of use to the NIH end user community and develop logical data models to be translated into workable physical database designs to accommodate new business requirements and processes.
Work with vendors to resolve even the most complex technical problems.

Qualifications
To qualify for the IT Specialist GS-2210, you must:
Have IT related experience demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates that I possess each of the following four competencies: 1. To qualify for the GS-12 level, you must:
Have 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector typically gained in the IT field or through performing IT related tasks such as: designing databases to support applications, ensuring system scalability, security, performance, and reliability; diagnosing and resolving database performance and management issues; developing database objects (e.g., stored procedures, functions, views, triggers, tables) for use in applications; and, implementing automated data integration and data transformation (ETL) solutions to meet business requirements.
To qualify for the IT Specialist GS-2210 at the GS-13 level, you must:
Have 1 year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector typically gained in the IT field or through performing IT related tasks such as: designing enterprise databases to support applications, ensuring system scalability, security, performance, and reliability; planning and installing upgrades of database management system software to enhance database performance; developing data models for applications, metadata tables, views, and related database structures; implementing automated data integration and data transformation (ETL) solutions to meet business requirements; and, provide technical support and guidance to junior database administrators or specialists.
