Duties

Manages the coordination, oversight, implementation, and administration of the Information Security Program for AF/A5/7. Manages the coordination, oversight, implementation, and administration of the Personnel Security Program for AF/A5/7. Exercises supervisory personnel management responsibilities. Manages the coordination, oversight, implementation, and administration of the Industrial Security Program for AF/A5/7. Serves as Chief of the Security Branch of the A5/7 Security, Facilities, and Administrative Team.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include: 1) knowledge of security operations, information security management, planning, and programming regulations, guidelines, and processes; and a thorough knowledge of Department of Defense and Air Force planning and management processes to provide guidance and advisory services of long-range Air Force operational planning efforts. 2) Knowledge of the Federal, DoD, and Air Force security operations, information security management, planning and programming3) Applying knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events 4) Providing knowledge of required Security Special Access program (SAP) and sensitive compartmented information (SCI) security procedures. 5) Planning, organizing, developing studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial Air Force resources, require extensive changes in established concepts and procedures or may be in conflict with previous programming actions. 6) Applying knowledge of organizational principles and practices. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Must possess the ability to manage programs and personnel, establish priorities, assign work, and adjust assignments and direct workflow to effectively manage all resources. Must possess the ability to effectively communicate, orally and in writing, information to various audiences to include stakeholders, line staff, and management. Must possess the ability to manage and administer a large, multi-dimensional security and information program in a professional and comprehensive manner. Must possess the ability to lead and work effectively and professionally with military, federal civilians, and contractor personnel. Must possess the ability to establish effective professional working relationships with coworkers and contribute to a cooperative working environment and successful accomplishment of the mission. Must possess the ability to act as the overall Security, Facilities, and Administrative Team Chief upon request and in the absence of the Security, Facilities, and Administrative Team Chief and provide short-term execution of Security, Facilities, and Administrative Team Chief duties. Must possess the ability to manage multiple tasks in a fast-paced, "high-ops tempo" environment and provide regular, real- time status updates to leadership. Must be able to establish priorities and adjust assignments and direct workflow to effectively manage all resources. Must possess extensive knowledge of security concepts, principles, and practices to plan and implement security procedures for physical, personnel and information security programs within organization. Must ensure follow-up on security incidents/violations are accomplished within regulatory guidelines, and that preliminary inquiries are thorough and well-documented. Must possess practical knowledge of DoD and Air Force missions, functions, goals and objectives. Knowledge of governing laws, regulations, precedents, and directives governing DoD security program. Must possess the ability to interact with personnel at all levels of command in various situations to include handling and safeguarding of sensitive and classified information, responding to alarm activations, interacting with civilian, federal, and military police forces, and remaining calm and leading in emergency situations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
