You will serve as an INDUSTRIAL SECURITY SPECIALIST in the Security Directorate, Deputy Undersecretary of the Navy (Intelligence & Security) (DUSN (I&S)) for DEPUTY UNDER SECRETARY OF THE NAVY.

Duties

You will serve as the Industrial Security (INDSEC) Program Manager and develop, promulgate and integrate DON policy with other security programs to ensure unclassified, controlled unclassified, and classified information is properly protected. You will be responsible for establishing the overall DON goals and broad policy objectives for the INDSEC program in coordination with the Navy and Marine Corps Services, systems commands, and DON contracting agencies. You will ensure that DON INDSEC policies and procedures adequately and effectively protect sensitive DON programs, operations, and facilities under the NISP and within Service Contracts. You will address issues of loss, compromise, or unauthorized disclosure of classified and controlled unclassified information when security violations involving contractors occur. You will research, screen, collect, and evaluate volumes of source data, materials, and information when requests for exceptions to policy or waivers to DON, DOD, and Federal policies are received. You will manage the security review policy formulation and process for Congressional, public or official release of DON operational, training, supply, budget, intelligence, and policy information. You will manage the security portfolio within the National Contract Classification System (NCCS) and serve as the NCCS administrator for security and grants access to NCCS after proper requests have been submitted and validated. You will serve as a DON Naval Inspector General (IG) inspector for Industrial Security and other related security programs. You will utilize technical skills and critical thinking to identify, document, compose reports and communicate security program vulnerabilities and associated mitigation actions to internal/external stakeholders up to the senior executive level. You will demonstrate competency of analysis methods, professional writing skills to complete comprehensive reports, and oral presentations with the ability to succinctly express ideas and concepts to internal/external stakeholders You will utilize laws, regulations, policies, operational principles, and concepts associated with Industrial Security, compliance, and provide security oversight to DON personnel. You will manage the implementation of the National Industrial Security Program (NISP) for DON.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to have and maintain an interim and/or final Top Secret w/ SCI security clearance prior to entrance on duty. Failure to have and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position has been identified for the Security Professional Education Development (SPeD) Certification Program, as directed by SECNAVINST 5500.38.
  • This position requires the incumbent to obtain and maintain the following SPeD certifications: Security Fundamentals Professional Certification (SFPC), Industrial Security Oversight Certification (ISOC).
  • Specified certifications must be obtained within two years from date of hire, promotion, reassignment, or placement into a SPeD indexed position.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Experience providing technical guidance and advice on Industrial Security policies, procedures, rules and regulations. Experience developing and analyzing Industrial Security policies, procedures, practices and requirements. Experience enforcing and ensuring organizational compliance with security regulations, policies and procedures (e.g., National Industrial Security Program, Department of Defense Regulations, Executive Orders).
