About the Position: This position is located in Fort Eustis, Virginia with the Army Contracting Command Mission & Installation Contracting Command (MICC), Enterprise and Installation Operations. This is a developmental position, GS-12 to GS-13.

Duties

Serve as a Senior Contracting Specialist, Lead Negotiator or Contracting Officer for the Mission Support Directorate. Develop advance acquisition plans for the future fiscal years in coordination with the requiring element. Serve as Negotiation Team Leader and spokesperson for the government during contract negotiations. Issue solicitation to one or more firms.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the employee to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires submission of a Financial Disclosure Statement OGE Form 450, pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of Occasional Travel, 15% or less of the time.

Basic Education Requirement for Contract Specialist: Bachelor's degree (or higher degree) from an accredited educational institution. (Transcripts must be submitted) OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience for GS-12: 1) Experience performing pre-award procurement by applying contracting principles, laws, regulations and procedures for complex supply and services; and 2) Experience negotiating contract prices, terms and conditions and cost/price analysis; and 3) Experience performing Post-award contract administration and close-out processes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Specialized Experience for GS-13: 1) Performing pre-award functions for procurements involving complex contracts of congressionally mandated public-private competitions, strategic sourcing, and privatization. 2) Developing systems for evaluating and monitoring performance of contractors and providing guidance to team members. 3) Ensuring appropriate funding and required waivers, certifications, approvals, and compliances have been obtained for purchase requests AND 5) Negotiating proposals and executing modifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education cannot be substituted for experience.
