This position is located in the Health Resources and Services Administration, Office of Human Resources, Division of Human Resources Operations, Classification and Customer Service Team. The duty location for this position is in Rockville, MD.

Duties
As a Human Resources Classification Specialist, you will serve as a senior HR Specialist and expert advisor for classification activities. Your major duties and responsibilities include:
Serving as a primary POC in managing and/or accomplishing complex work assignments in the areas of classification, position management and organizational design.
Evaluating known classification issues and identifying the direct and indirect impact on programs and new legislations as well as executive and regulatory issuances.
Responding to classification issues involving problems that require guidance, collaboration, advice and/or policy interpretation.
Planning and advising on the implementation of new procedures, processes, methods or approaches of substantial scope, difficulty, and complexity in areas of position management, classification, and organizational redesign.
Researching classification policies, manuals, and standards to finalize precedent setting position classification decisions and to conceptualize upcoming classification reviews.
Synthesizing intricate classification findings to arrive at legally supportable conclusions concerning position reviews and representing those decisions to entities inside and outside of HRSA.

Requirements
- U. S. Citizenship is required.
- All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
- Males ages 18 through 25 must be registered with the Selective Service.
- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year probationary period may be required.

QUALIFICATIONS REQUIREMENTS:
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
GS-12: To qualify, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service.
Examples of minimum qualifying specialized experience equal to the GS-11 level include performing the following types of tasks on a regular and recurring basis:
Conducting full life cycle classification for multiple series and grades, including position management, and preparing narrative factor evaluation statements of the classification determinations.
GS-13: To qualify, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.
Examples of minimum qualifying specialized experience equal for the GS-12 level include performing the following types or tasks on regular and recurring basis:
Interpreting and applying Office Personnel Management (OPM) regulations and/or guidelines to perform full life cycle federal classification and position management for multiple grade levels and series including supervisory and lead positions.
OR
Developing and/or conducting training for a variety of stakeholders on federal laws, regulations and procedures related to classification and position management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
Applicants whose resume clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A COMPETENCY is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.
CLASSIFICATION - Understands and applies knowledge of classification concepts, principles, and practices related to structuring organizations and positions and determining the appropriate pay system, occupational grouping, title, grade level, and FLSA determination of positions.
HUMAN RESOURCES COUNSEL - Applies knowledge of human resource policies and procedures (relating to Title 5, Title 42, Title 38, Commissioned Corps, Senior Executive Service, Senior Biomedical Research Service, non-FTE mechanisms, and hiring contract workers) to advise and assist managers in staffing, position management, benefits and payroll, employee retention and employee relations.
TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situation, products, services or results to audiences with varying levels of technical knowledge.
