This position is in the Office of Managing Director (OMD), Performance and Program Management (PPM), and serves as the Associate Managing Director – Performance and Program Management (PPM), Federal Communications Commission (FCC) located in Washington, DC. Relocation expenses will not be paid.

Duties
Supervises staff and has responsibility for all personnel management actions (e.g. staff selections, promotions, training, counseling, performance evaluation, disciplinary actions, etc.). Assigns work in accordance with the Managing Director's priorities and has final responsibility for ensuring the quality of all work products.
Utilizes extensive knowledge and a thorough understanding of established goals and objectives, the sequence and timing of key events and milestones, and how assigned programs are administered to select and apply appropriate analytical, evaluative, and measurement techniques
Provides expert advice on planning, obtaining approval and implementing reorganizations and the restructuring of FCC Bureaus/Offices (B/O’s).
Applies advanced managerial and administrative skills and technical knowledge of various specialized areas of information systems and operations to integrate the varied functions in planning and implementing the FOIA, FACA, PRA, and CRA modernization program initiatives.
Utilizes expert skill in communicating ideas, concepts, methods, analyses, evaluations and recommendations in a lucid, logical and convincing manner, either by oral or written means of communication to a variety of audiences including management, professional, technical, and administrative personnel at all organization and hierarchical levels with equal facility and clarity.

Qualifications
Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.
GS-14 In order for candidates to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-13 grade level in the Federal service. Specialized experience is defined as: 1. Experience leading or supervising staff and recommending personnel actions such as: staff selections, promotions, training, counseling, performance evaluation, disciplinary actions, etc. 2. Experience providing advice and guidance to staff on key programs associated with statutory and other mandatory Federal programs such as FOIA, Strategic Planning, Federal Advisory Committees, Paperwork Reduction Act (PRA), Congressional Review Act (CRA) and others as requested for the Managing Director, the Office of the General Counsel and the Office of the Chairwoman. 3. Experience working with FCC, agency-wide directives and policies and ensuring that existing directives stay up to date. 4, Experience representing a Bureau/Office leadership in coordination with other Bureau/Office leaders. GS-15 In order for candidates to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-14 grade level in the Federal service. Specialized experience is defined as: 1. Experience leading or supervising staff and recommending personnel actions such as: staff selections, promotions, training, counseling, performance evaluation, disciplinary actions, etc. 2. Experience providing advice and guidance to staff on key programs associated with statutory and other mandatory Federal programs such as FOIA, Strategic Planning, Federal Advisory Committees, Paperwork Reduction Act (PRA), Congressional Review Act (CRA) and others as requested for the Managing Director, the Office of the General Counsel and the Office of the Chairwoman. 3. Experience working with FCC, agency-wide directives and policies and ensuring that existing directives stay up to date. 4. Experience evaluating new issues to see if a new directive may be warranted. 5. Experience representing a Bureau/Office leadership in coordination with other Bureau/Office leaders. 6. Experience presenting reports, information and critical data to senior leadership including the Office of the Chairwoman.PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
