The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Fayetteville NC VA Health Care System, Health Administration Services. The purpose of the position is to direct and perform all administrative functions in support of the Health Administration Service.
Duties
Serves as a Supervisory Administrative Officer to the Chief, Health Administration Service (HAS).
Coordinates the day-to-day administrative/operational and planning activities within the multidisciplinary units of HAS.
Conducts evaluative and developmental data analysis directed toward implementing or revising policies, practices, methods, procedures, and/or organizational structures within the Service Line and Medical Center.
Provides information and participates in management reviews, briefings, personnel management reviews, external review responses, and other evaluations, as needed.
Advises on resource allocation with the goal of improving the department's position concerning resource funding allocation.
Collaborates with others to ensure timely completion of all actions and suspense items.
Serves on appropriate committees.
Provides thorough analysis of problematic situations and application of appropriate guidelines to make specific recommendations concerning administrative aspects of managing a large multidisciplinary service.
Formulates recommendations and coordinates modification/construction of HAS space.
Aids in processing personnel actions to include reviewing qualifications, conducting interviews, filling vacancies, evaluating performance, and implementing disciplinary actions.
Serves as timecard approving official, responsible for providing guidance in the completion of department timecards.
Participates in settling grievances, acts as a liaison between employees and supervisors, and recommends action to be taken.
Serves as a technical resource to those requiring information about the Medical Center, VA System, or complaint resolution.
Assisting the Business Office Manager with forecasting, formulation, and final execution of the HAS budget.
Analyzes, prioritizes, and coordinates the acquisition of supplies, equipment, and services.
Serves as a subject matter expert on Service Line and Medical Center policies regarding personnel, equipment, budget, and regulatory compliance.
Directly supervises 3 FTE, and may be designated to cover supervision of Service Line employees in absence of the Business Office Manager or Assistant Chief.
Coordinates initial, recurring, refresher, remedial, or other training and education sessions of HAS staff.
Performs other duties, as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday through Friday, 8:00am to 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/21/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify for the GS-9 grade level, based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: interpreting and implementing or executing established guidelines, procedures, and techniques; recognizing differences among situations and exercising judgement regarding the most appropriate approach; referring situations to which existing guidelines cannot be applied or that require significant deviation to a supervisor; managing recurring and ongoing training needs; resolving individual user problems with applications; providing analysis and strategic direction to improve and sustain productivity, effectiveness, and efficiency; supporting the development of best practices.OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, two full years of progressively higher level graduate education leading to such a degree, an LL.B, or, a J.D in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
Combination: Applicants may combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond undergraduate.
You may qualify for the GS-11 grade level, based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: application of management principles, practices, methods, and techniques; integrating management services with the general administrative management of a Medical Center; applying analytical and evaluative methods and techniques to facilitate management decisions, solve operational problems, and/or conduct studies to determine efficiency and effectiveness of program operations; recommending modified processes and procedures; reviewing and revising administrative policies, regulations, and procedures to increase efficiency and comply with requirements; accounting, bookkeeping, and budgeting to ensure that operations and staffing activities are carried out within the constraints of the appropriated fund ceilings; developing new or modified work methods to conduct administrative support functions; contract acquisition and maintenance; interpreting, identifying and reducing inefficiencies in supplies, space, and equipment; application of Human Resource Management regulations to include recruitment, performance management, position management, incentive awards, leave administration, etc. to process personnel actions; use of computer equipment with a wide variety of software such as Word, Excel, PowerPoint, Outlook, Access, and SQL to extract and organize data, produce letters, and prepare a variety of specific working documents and forms; inventory management, procurement, and tracking of supply requests. Physical Requirements: The work is primarily sedentary, although some moderate physical activity may be required. Work is typically performed in an adequately lit and climate-controlled office. Selected applicants will be required to undergo an Employee Occupational Health evaluation.
