The position is located at Fayetteville VA Medical Center, Fayetteville, NC. The purpose of the position is to direct and perform all administrative functions that include the administration, human resources management, budget and finance, management and program analysis, office support services, document control, logistics, and a variety of related administrative matters in support of the inpatient functions of the Medical Service.
Duties

Major Duties:
The incumbent serves as Administrative Officer to the Chief, Medical Service. As such, the incumbent coordinates the administrative/operational and planning activities within the inpatient medical sections and units, including, but not limited to, hospitalists, respiratory therapy, and intensive care unit (ICU). They will coordinate with administrative personnel assigned to outpatient and/or other sections within the service line to maintain cohesive and uninterrupted function when the various section functions overlap.
Responsible for forecasting, formulation, and final execution of the Medical Service budgets including four national programs.
Maintains a system of internal control, which will assure the appropriate fiscal management of VA appropriated funds.
Reviews alt expenditures to ensure that they are appropriately charged to Medical Service or other funds and oversees annual budget planning and implementation.
Develops and monitors a system of internal controls to ensure that established VA guidelines are followed as they relate to vendor selection, the ordering process, and tracking of purchases and retention of records related to purchasing.
Creates and maintains records on personnel salaries for budgetary purposes and for facilitating any university interpersonal agreements.
Reviews and approves all requests for supplies, equipment, and other needs.
Serves as a certified Contracting Officer's Representative (COR) for contract development and management of quality monitoring.
Conducts the annual equipment inventory of all property assigned to Medical Service and coordinates the inventory of all property assigned to each Medical Service section/unit.
Serves as the principal management resource to individual clinical and administrative Sections within Medical Service.
Serves as subject matter expert to provide information on Service/medical center policies with regard to personnel, equipment, budget, regulatory compliance, etc.
Serves as the primary resource person responsible for providing administrative leadership and coordination, both within and outside Medical Service and the medical center, as appropriate.
Provides information and participates in annual management reviews, management briefings, and personnel management reviews for the service, external review responses, and other reviews as required.
Assists in the development, implementation and tracking of long-term and short-term internal policies, goals, and objectives.
Performs all duties as assigned.

Qualifications
For GS-11:
Specialized Experience: Possess at least one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level of GS-9 in Federal service. Specialized experience is possessing of a wide range of analytical and evaluative methods, theories, and techniques related to the healthcare business operations and compliance of a health care delivery system; utilizing qualitative and quantitative analytical techniques to evaluate the efficiency and effectiveness of program management and business operations; providing information on service/medical center policies with regard to personnel, equipment, budget, and contract development etc. OR
Graduate Education: Possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Combining Education and Experience: Possess a Combinations of successfully completed post-high school education and experience to meet total qualification requirements for the grade level. To compute by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify for the position.
