This position functions as the Administrative Officer for the Clinical Operations Service Line, providing a variety of complex administrative management services that are essential to the operation and direction of the service. The major duties of this position are to provide direct assistance and administrative support to the Chief, Clinical Operations, and is responsible for coordinating the attainment of pertinent service and related goals and policies.

Duties

Thorough knowledge of the overall comprehensive operations and mission of Clinical Operations Service Line, its role in the Medical Center and the inter-relationship of the Service to the patient, visitor, other Service Lines, the VISN, and VHA. Knowledge of the depth and complexities of the diverse sections within Clinical Operations and how they function together with other Clinical Operations sections and the VA as a whole system, these sections/layers include but are not limited to: Creates reports on administrative support issues such as current and projected needs of the Service for programs, personnel, space, renovations, and equipment. Drafts pertinent notices, memoranda, procedures, directives, standard operating procedures, and other informative communications. Develops new program areas and extends existing programs for funding, personnel, equipment, and physical facilities. Administers education programs, serving as a resource for all administrative and clinical positions within the Service. Utilizes Microsoft Office products, including Word, Excel, Access, PowerPoint and e-mail, including troubleshooting these programs and training or helping others in the office with computer problems. Administers personnel activity such as recruitment, classification, staffing, employee relations, performance management, pay and leave administration, training, travel, equal employment opportunity programs, and the Workers Compensation program. Interprets and applies a full range of regulations, manuals, policies, etc., used in the completion of complex recurring/non-recurring assignments, resolving unique or unusual problems of complexity in all areas. Developing/planning of programs, projects or procedures. Manages administrative operations in complex work situations. Handles multiple tasks simultaneously and accomplishes the work based on urgency. Communicates with the public, management officials, and professional health care personnel that involves identifying decision making alternatives and making recommendations for resolving complicated administrative problems. Explains the VA organization and procedures and resolve administrative problems. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees. You may qualify based on your experience and/or education as described below: Basic Minimum Qualifications :Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Interpreting policies and providing interpretive guidance to physicians and a staff of health care professionals; 2) Interpreting federal regulations, various public laws, state laws, and directives governing eligibility and entitlement for health care; 3) Solving problems associated with daily operations within a primary care setting; 4) Managing internal controls related to budget, accountability of resources and equipment; 5) Developing and coordinating training materials and teaching aids to conduct formal and informal training. OR Education: Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M, if related, in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience described above may be used to qualify for this position. Only education in excess of the amount required for the next lower grade level (GS-09) maybe used to qualify for the GS-11 level. Note: Transcripts must be submitted with application. You will be rated on the following Competencies for this position: Administration and Management Communications Organizational Awareness Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: While the work is partially sedentary, there are demands for standing, walking to decentralize clinical locations bending and carrying small-weighted objects. The work requires some travel to the Overton Brooks VA Medical Center. Travel may occur for education purposes.
