This position is located in the Medical Service of the VA Medical Center in Fayetteville, NC.
Duties

Directing and performing all administrative functions of the service including human resources management, budget and finance, management and program analysis, office support services, document control, logistics, etc.;
Forecasting, formulating, and executing medical service budgets for four national programs;
Analyzing supply usage to determine economies of scale;
Evaluating patient care alternatives to reduce budget/overtime requirements;
Preparing and presenting justifications to management to procure, transfer, or increase allocated funds;
Making budget projections and analyses for future projects and fiscal years;
Managing finance control points;
Selecting vendors, ordering supplies, tracking purchases, and retaining records related to purchasing;
Creating and maintaining records on personnel salaries for budgetary purposes;
Analyzing and prioritizing equipment needs for the service and maintaining inventory;
Developing, implementing, and tracking polices, goals, and objectives;
Serving on clinical and administrative committees and representing the chief of the medical service as needed;
Participating in management meetings to make recommendations on the daily functions of the service;
Overseeing alterations and construction of medical service space, developing plans for new clinical areas or renovations of current areas, reviewing drawings and plans, and suggesting modifications to architects/engineers;
Writing position descriptions, functional statements, and performance requirements for employees;
Conducting interviews and reviewing qualifications to determine new hire selections;
Discussing disciplinary problems and grievances with employees and supervisors and taking further action as needed;
Approving leave requests, completing timecards, and providing guidance to part-time physicians in the completion of subsidiary time sheets;
Providing employees with regulations and procedures intended to improve section operations and interpretations of regulations to facilitate operations;
Acting as the focal point within the service to solve difficult operational/administrative problems;
Making recommendations regarding budget, planning, personnel, acquisitions, and administrative management;
Training and educating medical service staff to ensure that guidelines and requirements are met;
Supervising the administrative staff of the medical service;
Performing related duties as required.
Work Schedule: Monday through Friday, 8:00am - 4:30pm.

Qualifications
MINIMUM QUALIFICATIONS GS-11: One year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position, and that is typically in or related to the position. To be creditable, specialized experience must have been equivalent to at least the GS-09 grade level in Federal service. Specialized experience includes: formulating and executing budgets; creating and maintaining personnel records; and developing and tracking departmental goals. This experience must be detailed in your resume to receive credit. ~OR~
A Ph.D., equivalent doctoral degree, 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Transcripts required. ~OR~
An equivalent combination of specialized experience and progressively higher-level graduate education as described that demonstrates your ability to perform the duties of this position. Your experience must be detailed, and transcripts required.

Physical Requirements: The work of this position is primarily sedentary but requires some walking, standing, bending, and carrying of light items such as books, papers, and files. Work is typically performed in an adequately lighted and climate-controlled office. The position may require occasional travel.
