Administrative Officer to the Chief, Health Administration Service (HAS) located at the Fayetteville VA Medical Center. Coordinates the administrative/operational and planning activities within the multidisciplinary sections and units of Health Administration Service, which include the following: Ambulatory Care and Processing, Acute Care, Eligibility and Enrollments, Health Information Management Service, Emergency Department, Surgery and Specialty Care, Behavioral Health, and Virtual Care.
Duties
The incumbent serves as Supervisory Administrative Officer to the Chief, Health Administration Service (HAS). As such, the incumbent coordinates the administrative/operational and planning activities within the multidisciplinary sections and units of Health Administration Service, which
include the following: Ambulatory Care and Processing, Acute Care, Eligibility and Enrollments, Health Information Management Service, Emergency Department, Surgery and Specialty Care, Behavioral Health, and Virtual Care. This position is located at the Fayetteville VAMC and has primary administrative responsibility for ensuring efficient day-to- day operations of Health Administration Service.
Major duties and responsibilities include, but not limited to:
Administrative Support and Analysis (25%)
The incumbent serves as the primary resource person responsible for providing administrative leadership and coordination, both within and outside Health Administration Service and the medical center, as appropriate.
Provides information and participates in annual management reviews, management briefings and personnel management reviews for the service, external review responses, and other reviews as required.
Assists in the development, implementation, and tracking of long-term and short-term internal policies, goals, and objectives.
Budget Administration and Contract Management (25%)
The incumbent is responsible for assisting the Business Office Manager with forecasting, formulation, and final execution of the Health Administration Service budgets. As such, the incumbent will consult with Service Section Chiefs and technical personnel on prospective section program requirements.
The incumbent will assist the Business Office Manager to evaluate various administrative coordination alternatives as a means of reducing budget/overtime requirements.
He/she will prepare and present all justifications to top management to procure, transfer or increase allocated funds. The incumbent will maintain a system of internal control, which will assure the appropriate fiscal management of VA appropriated funds.
Supervision (25%)
The incumbent directly supervises 3.00 FTEE, which presently consists of a three TrainingAssistants assigned from Assistant Chief and Chief, HAS. May be designee to cover supervisionof service line employees in absence of Business Office Manager or Assistant Chief.
Performs and oversees the full range of human resources requirements; to include communication of andreview of performance.
The responsibilities include but are not limited to work assignments,determining priorities, leave approval, counseling/disciplinary actions, and training needs.
Training and Education (25%)
The incumbent is responsible with coordination of initial, recurring, refresher, remedial or other required training and education sessions of Health Administration Service staff to assure that all VHA guidelines for education requirements, available educational opportunities, and other projects or training requirements are met and be required to assist in training duties in absence (scheduled or unscheduled) of Training Assistants.
Reviews the effectiveness of internal audits in providing for continued training of and improved communications with staff of the various Health Administration Service section. Conducts or arranges training, special indoctrination, fire and safety orientation, basic personnel orientation, etc.
The incumbent assists all Health Administration Service staff in various training programs.
The incumbent will work closely with administrative trainees to provide a thorough orientation of Health Administration Service.
Performs other related duties as assigned.
Supervisory Probationary Period: This is a supervisory/managerial position. If appointed to this position, you must serve a one-year probationary period, unless you have already completed one as a supervisor or manager.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Directs all administrative activities of the Service including budget and financial management, human resource management, strategic planning and program management; Creates reports, coordinates and schedules meetings, and submits requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); Maintains and updates department or service-level databases and shared computer drives; Manages and balances financial aspects of general fund control points and purchase procedures; and Prepares and submits requests for recruitment, promotion, reassignment, and disciplinary actions. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree.

Physical Requirements: Light lifting and routine office tasks are the only physical demands. For incumbent, lifting is limited to 10 pounds or less, and keyboarding is limited to 20 minutes per hour. Work is performed primarily in an office setting.
