About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located with the US Army Intelligence and Security Command Acofs, G3/Force Management Division at Fort Belvoir VA.
Duties
Serves as a Senior Force Management Action Officer and point of contact for INSCOM Headquarters (HQ) and/or Major Subordinate Commands (MSC).
Identifies organizational needs and implements programs for the integration of concepts, doctrine, material, personnel, training and support to ensure the fielding and sustainment of force capabilities required for mission accomplishment.
Represents INSCOM at TRADOC, HQDA, and MACOM working groups and committees, as substantive authority in concepts and Force Management areas.
Serves as the INSCOM Senior Action Officer on force management actions with HQDA, DoD and other government agencies.
Prepares, coordinates, and/or publishes INSCOM HQs and MSC requirement and authorization documents (TOE/MTOE/TDA/ AUGTDA) Sections I, II, and III.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
- Temporary Duty (TDY) Travel may be required 25% or less of the time.

Including preparing, coordinating, and/or publishing requirement and authorization documents such as Tables of Organization and Equipment (TOE), Modified Tables of Organization of Equipment (MTOE), Tables of Distribution and Allowances (TDA), and/or Augmentation Tables of Distribution and Allowances (AUGTDA), and/or executing force structure functions li e Force Design Updates (FDUs), Change Management Plans (CMPs), equipping, stationing, or/and manpower studies and assessments.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG-GS-12).
