Duties
Employee works with internal and external sources to improve internal processes and operational performance in relation to contract accounting/payments.
Analyst recommends improvements and/or simplifications to increase efficiencies.
Participates in and/or leads systems requirement reviews and coordinates with customer/functional representatives and other technical personnel to clarify requirements.
Establishes target completion dates for changes to take effect and prioritizes sequence of proposed system changes or developments.
Analyst prepares system documentation and input to assist technical personnel in improving or developing software in accordance with organizational needs and acceptable industry standards.
Directs or participates in testing and implementation of systems’ enhancements.
Reviews, analyzes, and resolves daily systems problems related to IT and performance in functional areas.
Provides technical advice in determining operations impact or problems, possible resolution, and actions necessary until problem is resolved.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-11 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: providing support for financial/accounting systems; applying and advising on financial system policies and procedures; performing extensive business process analysis through evaluation of financial systems, policies, procedures, and regulations. Preparing and reviewing the software change request, and test plans. Ensuring supporting documentation and training for end user on new software is created.
