This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Salary Ranges are the following unless statutory/regulatory rates prevail. For the Redstone Arsenal, AL Location: $90,431 to $139,798 (includes 21.48% locality) For the Schriever AFB, CO Location: $89,128 to $137,784 (includes 19.73% locality) For the Fort Belvoir, VA Location: $99,200 to $153,354 (includes 33.26% locality) The position(s) covered by this vacancy announcement is in the Department of Defense (DoD) Acquisition Workforce Personnel Demonstration Project (AcqDemo). For more information please see: AcqDemo This position is part of the Missile Defense Agency, Missile Defense Agency. The incumbent will be responsible for serving as the Agency Records Officer for the Chief Information Office and will be responsible of providing oversight for the MDA Records Management Program, ensuring the development, maintenance, and enforcement of guidelines, policies, procedures, and file plans for managing and securing agency records throughout their life cycle in accordance with Agency and federal mandates. This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path. As a IT Specialist (Security) at the NH-2210-3 broadband level some of your typical work assignments may include: Works closely and proactively with legal counsel within the Department/Agency to ensure that records/information assets are managed to ensure government accountability, protect the interests of the public, and mitigate records-related litigation risks. Leads the transformation of agency records management processes to address the challenges posed by electronic records. Participates in Department/Agency capital planning process for all major information systems to ensure that records management functionality appropriate to the records/information assets they support is included in system design. Advises program managers and IT managers on metadata requirements necessary to achieve this functionality. Works with the CIO to build records management functionality into the Department/Agency enterprise architecture and to ensure all Department/Agency information systems incorporate records management functionality appropriate to the records/information assets they support. Consults with the CIO to assure that records management technology in use is consistent with Department/Agency enterprise architecture. Formulates and oversees the implementation of Department/Agency policy and guidance for record-keeping in accordance with Department/Agency strategic plan; Congressional mandates for all electronic and non-electronic records; National Archives and Records Administration (NARA) regulations, standards and guidance; and appropriate national and international professional records/information management standards. Plans, organizes, directs, reviews, coordinates, and establishes controls for all Department/Agency records activities. Coordinates with Department/Agency program managers to ensure records creation, maintenance, use, and disposition are in accordance with this guidance and the Federal Records Act. Promotes effective records management throughout the Department/Agency. Ensures, in consultation with senior program managers, the General Counsel, the CFO, and the CIO, the development, establishment, maintenance, and monitoring of effective systems of administrative control for safeguarding all records and deployment of state-of-the-art information technology techniques and modern business management practices.

Qualifications

You may qualify at the NH-03 broadband level, if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below: Lead and implement projects and assignments independently, including, but not limited to the planning, development, implementation, and oversight of the Agency's Records Management Program. OR Develop and implement local policies and practices that align with the Department of Defense, the National Archives and Records Administration (NARA), and other federal mandates. Promptly respond to all data calls, RFIs, audits, and assessments requesting information regarding the maturity, processes, and status of the MDA Records Management Program. OR Advise Senior MDA/IC and Agency leadership on federal Records Management compliance requirements. Develop, implement, and oversee the daily operations of the Records Program ensuring adherence with all federal mandates. OR Develop methodology, policies, practices and procedures that will continue to mature the MDA Records Management Program. Integrate automation that will improve the effectiveness and efficiency of the program by optimizing the collection of records from Agency core and enterprise tools while leveraging new and emerging technology to meet Agency requirements.
