About the Position: This is a Project Manager, GS-0301-11/12 position with the U.S. Army Corps of Engineers, Southwestern Division (SWD), Fort Worth District, Programs and Project Management Division, located in Fort Worth, TX. This position may be filled at the GS-11 or GS-12 level. Full performance level of the position is GS-12.
Duties
Serve as Project Manager responsible for the overall management, control, coordination, and execution of assigned projects.
Implement corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the project.
Responsible for obtaining and maintaining the District's corporate commitment to the management plan.
Coordinates the planning, design, cost engineering, construction, etc., for projects of substantial scope and complexity as, measured by the in diversity, geographical location, management demands, technical intricacies, and issues.
Controls and manages project milestones and budgets from planning through construction and project turnover.
Reviews and analyzes cost reports to assure charges are authorized and appropriate and identifies unauthorized charges and assures corrective actions are taken for the ultimate disposition of inappropriate charges.
Reviews project progress measuring performance and taking necessary corrective actions to maintain agreed upon schedule and cost.
Represents the District Commander serving as the District's primary point of contact for projects assigned with stakeholder/customer; other external organizations; and higher authorities.
Responsible for keeping the stakeholder/customer fully informed of project progress, issues and their resolution, and any impact on costs.

To qualify for the GS-11:
Specialized Experience: One year of specialized experience which includes: 1) meeting with stakeholders to discuss project milestones; AND 2) analyzing cost reports to monitor project budgets; AND 3) developing project schedules utilizing an automated information system. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
To qualify for the GS-12:
Specialized Experience: One year of specialized experience which includes 1) managing a project delivery team for an engineering/construction project, including planning, design, and execution; AND 2) identifying conflicts and/or controversial issues that could affect overall performance of an engineering/construction project; AND 3) applying project management principles and techniques to ensure conformance with established plan and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Time in Grade Requirement for the GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Time in Grade Requirement for the GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Education
