Duties
Manage and direct, and provide financial system support, products, and services to the military services, DoD, and other governmental entities.
Utilize supervisory management techniques to hire, train, retain, and supervise a subordinate staff; establish and maintain effective working relationships with all levels of management.
Direct the development and implementation of operating instructions to ensure compliance with legislative, DoD policy, service-level regulations, and other governmental agency requirements relevant to military pay operations.
Serve as senior technical advisor in the interpretation, application, implementation of legislation and policy and their effects of operations and systems.
Participate in formal and informal management planning, policy and decision-making sessions, conferences, workshops and other meetings with senior leadership, key personnel, and customer representatives.
Exercise accountability and oversight of assigned programs.

Qualifications
To be hired at the GS-13 entry grade level, applicants must minimally have:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as performing thorough analysis and evaluation of financial operations, policies, procedures, and regulations to ensure the overall effectiveness and efficiency of military pay operations; recommending process improvements and providing financial expertise to senior leadership to help them carry out financial missions with allocated resources.
Time-In-Grade:
Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
