The primary purpose of this position is to plan, manage, coordinate, advise, execute, and train on protocol activities. To serve as event planner for distinguished visitors, groups, events (special purpose meetings, conferences, awards presentations, ceremonies, senior leadership conferences, technical symposiums, changes of command and community leader events).

Duties

1. Plans, manages, coordinates, advises, executes, and trains on protocol activities including visits by distinguished guests and groups, special presentations and awards programs, special ceremonies, special purpose conferences and projects in support of the Commanders, Executive Director, and or Chief of Staff. 2. Coordination of visits. Upon notification of impending visits, plans, coordinates, and programs the visit to ensure senior leader status and prestige are maintained. 3. Travel for visits. Coordinates with other support offices such as security to verify clearance levels; transportation to coordinate staff cars or mass movements; Base Operations to determine arrival and departure times, the Club (or off-base caterer) for food and beverage, etc. 4. Prepares necessary correspondence, documentation, and written reports. 5. Conducts briefings by communicating information, both verbally and in writing, to a variety of individuals or audiences such as commanders, visitors, the staffs of offices providing support to events, and committees.

Requirements

  • U.S. Citizenship Required.
  • Critical Sensitive. Incumbent must be able to obtain and maintain a Top Secret security clearance as a condition of employment.
  • PCS will NOT be paid.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Recruitment/Relocation incentive MAY/MAY NOT be paid.
  • Must hold a valid state driver's license or able and willing to obtain and maintain a valid state driver's license and pass the flight line driving course.
  • Must be able to distinguish between shades of color.
  • Employee may occasionally be recalled to duty or required to work extended hours, weekends, or holidays.
  • May be required to travel by military or commercial aircraft to accomplish temporary duty.
  • This position is subject to provisions of the DoD Priority Placement Program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: 1) Advising and providing guidance on all protocol matters; (2) Preparing visit packages and event briefs and briefing senior leadership; (3) Planning, scheduling and coordinating protocol responsibilities; (4) Researching special protocol and visiting requirements of foreign and U.S. dignitaries; (5) Projecting, monitoring, and documenting collection and expenditure of funds. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to a Ph.D. degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of both civilian and military protocol, etiquette manuals and guides, USAF and Command policies, regulations, and procedures. 2. Comprehensive knowledge of proper protocol courtesies to be accorded to distinguished visitors from both the United States and foreign governments. 3. Knowledge of organizational components and functions located throughout the agency. 4. Ability to independently plan individual workload to meet deadlines and coordinate event support requirements with a variety of organizations. 5. Ability to communicate clearly and effectively, both orally and in writing. 6. Ability to apply accepted budgeting and bookkeeping practices to project, monitor, and document collections and expenditures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
