Duties
Works independently on continuing assignments or projects that require application of standard well-established principles, concepts, and techniques of the occupation.
Issues that impact the assignment remain stable. Resolution of problems is readily apparent from proper application of guides and methods.
Assists Human Capital Program Specialists in identifying and implementing workforce development initiatives to close existing and projected skills gaps.
Progressively assists in conducting systematic studies to determine immediate and long-range training and other employee development needs.
Assists in analyzing, evaluating, and developing procedures to facilitate effectiveness and compliance of actions taken.
Requirements

- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

Qualifications
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-7, applicants must have served 52 weeks as a GS-5 or higher in the Federal service.
FOR GS-7: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is define as: assisting in the administration of a program or process based on established polices and guidance; gathering data to assist in creating reports, and assist in resolving issues in order to support various customers.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
One full year of graduate level education or Superior Academic Achievement (http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp) may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
