Duties
Assists in developing training plans for improving employee performance in technical, professional, managerial, administrative, skill-sets, and other occupations.
Reviews and analyzes statistical data and reports on historical trends and future projections regarding turnover and skill gaps.
Performs data driven analytics in order to support implementation of the FM Certification program.
Recommends design and implementation of new processes and products aimed at meeting current and future customer needs in an efficient, timely, and cost effective manner.
Responsible for monitoring and recommending Human Capital development and related change management initiatives.
Work involves all aspects of strategic planning and implementation with regard to Human Capital development, communication and change management strategies, and includes modeling Human Capital learning processes.
Identifies resources needed and establishes milestones and goals to produce meaningful and measurable results.
Utilizes Microsoft Office software to analyze, organize and present data, i.e. project status reports, action memorandum, or charts and graphs. Prepares and presents briefings to leaders and large groups.

Qualifications
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet time in grade requirement. To be considered for the GS-9, applicants must have served 52 weeks as a GS-7 or higher in the Federal service. To be considered for the GS-11, applicants must have served 52 weeks as a GS-9 or higher in the Federal service.
GS-9 Specialized Experience Requirement: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is define as: assisting in the administration or implementation of an organizational-wide program; assisting in reviewing data and reports to ensure accuracy and auditability; and providing recommendations for improvements to support customer needs.
GS-11 Specialized Experience Requirement: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: assisting in the administration or implementation of a talent-management focused organizational program (i.e. succession, certification; employee/leadership development, etc.); reviewing data and create reports to ensure accuracy and auditability; and providing recommendations for program improvements to support customer needs.
Education
GS-9 Substitution of Education for Experience: Two full years of progressively higher-level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).
