About the Position:
Serve as a HR Specialist responsible for developing policies, guidance, and programs affecting the Alternate Personnel Systems workforce, and for initiating actions which accomplish the designated program goals and objectives.
The position is located at the Pentagon in Arlington, VA.
Duties
Oversee alternate personnel systems policies, guidance, and programs to effectively manage the respective personnel systems.
Utilize an extensive knowledge of Title 10 and Title 5 policies and regulations to develop and issue guidance.
Analyze significant civilian personnel policy and program issues/problems to formulate a recommended course of action.
Formulate advisories geared to enhance the department's capability to acquire, develop, employ, and retain the respective workforces.
Implement workforce and recruitment plans to meet forecasted staffing requirements.

One year of specialized experience which includes providing advice and assistance on a variety of HR issues; contributing ideas that lead to the development of HR policies/procedures/guidance; assisting senior HR specialists with the oversight of enterprise-wide programs; and utilizing knowledge of various HR functional areas to resolve civilian personnel and talent management problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
