The primary purpose of this position is to serve as a DoD financial management specialist performing various financial management, budget, and analysis functions in support of Supply Chain Management mission, goals, and objectives.
Duties
Performs financial management/budget formulation work involving preparation of detailed accounting and financial analysis for working capital fund, annual and/or multi-year budget estimates for one or more budget years.
Monitors budget execution and administration work involving the obligations incurred and the actual expenditures from different sources and types of funding such as direct annual, multi-year, and no year appropriations; apportionments; allotments; transfer of funds from other agencies.
Provides advisory services regarding proper methods, techniques, and factors for decision support.
Identifies and recommends improvements to Supply processes in the areas of expense, budget development, workload and resource projections, equipment life cycle management and execution analysis.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management. GS-07 Qualifications
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes performing well defined, entry level financial, budget, and/or cost analysis to non-complex policies, regulations, etc.; applying basic principles, practices, and methods of the specific financial functions acquired through structured on-the-job and classroom training sufficient to do entry-level work; assisting higher graded specialists in applying sources of factual data about budgeting and/or finance matters relevant to assigned tasks. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Successfully completed 1 full year of graduate level education or I meet the requirements for superior academic achievement.

COMBINATION OF EXPERIENCE AND EDUCATION: Combination of specialized experience and graduate level education that when combined equals 100% of the qualifications requirements
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
GS-09 Qualifications
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes the ability to process accounting and budget transactions. Responsible for monitoring all operations in the account and finance office, providing technical assistance and guidance to management officials and technicians engaged in different financial functions and maintaining, controlling and reporting financial information. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

GS-11 Qualifications
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience includes applying financial principles, theories, and budgetary techniques, performing budget formulations and analytical methods; researching data involving obligations, expenses, and quantitative budgetary data; reviewing budgetary adjustments and trend analysis reports; participates in interpreting budgetary policies and negotiations, utilizing computer software and programs to conduct budget reports and schedules. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

3 full years of progressively higher level graduate education leading to such a degree

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of commonly used accounting, cost, budgetary methods, practices, procedures, regulations, policies, processes, and computer systems related to operating budget preparation, execution and financial management program management.
2. Knowledge of DoD missions, functions, goals, objectives, work processes, and sources of funding pertinent to programs and organizations.
3. Knowledge of sources of factual information about and related to process of financial analysis, such as that found in accounting reports, work reports, or inventory and supply data.
4. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget and financial management issues.
5. Knowledge of DoD automated data processing concepts and financial management systems capabilities to accomplish financial management requirements.
6. Skill to plan, organize, and conduct information gathering and to work with management to accept and implement recommendations for improvements involving resources, projects, workload, and/or financial issues.

7. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on financial and budgetary processes/actions.
