Duties

Serves as senior analyst for field level financial management systems with responsibility for systematic, comprehensive evaluations of software and related managerial products. Coordinates with team members, user representatives, and proponent agents on final recommendations to management on the subsequent compilation and review of data. Examines records, reports, and computer inputs and outputs to gather facts that define and validate problem areas culminating in findings and assessments of effectiveness of financial management operations and systems. Analyzes audit reports, management reports and other system indicators to develop areas for future systems redesign. Directs analysis of financial system accomplishment and resource utilization. Prepares detailed operating instructions and applies detailed knowledge of government computer systems and methodologies in developing and facilitating systems interfaces with other organizations.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as: Experience with automated financial systems design and processing principles, techniques, policies and regulations related to finance and accounting operations; experience identifying, documenting and recommending financial system requirements; researching issues related to the integration of financial systems; and a high level of proficiency with the Microsoft Office Suite of products. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
