About the Position: This position serves as the Branch Chief, Military Human Resources (HR) at an Army Medical Center (AMC) with the responsibility of overseeing, planning, developing and implementing systems that support the components of the military personnel management life cycle. The Supervisory Human Resources Specialist (Military) position is located in Fort Knox, KY.
Duties
Provide authoritative advice and consultation to WBAMC command and staff on a wide variety of military human resource matters; to include policies and programs for Regular Army, US Army Reserve and National Guard Soldiers.
Conduct in-depth analyses of military requirements, authorization and strength throughout the MTF taking into consideration the variety and priority of the various direct patient care missions and initiatives.
Serve as the point of contact for mobilization exercises keeping leadership informed on plans, policies and ongoing personnel action.
Review changes to HQDA, Human Resource Command(HRC)and MEDCOM policies and procedures impacting manning, adjusting work processes and advising Department Chiefs, Deputy Commanders and the Commander on impact to current operations.
Serve on Human Resources Committees for the Joint Commission and MTF Strategic Planning Committee.
Supervise, direct and monitor the work of both military and civilian personnel and assign work to subordinates based on priorities, selective consideration of the difficulty, requirements and capabilities of employees.
Requirements
- Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes: 1) Providing authoritative advice and consultation on a wide variety of military human resource matters; 2) Gathering pertinent data, and recognizing solutions by interpreting regulations, rules, guidelines, and/or other procedural instructions; 3) Researching, compiling, and analyzing data from a variety of sources which include automated personnel databases.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
