Duties
Serve as a Military Pay financial systems analyst responsible for research and analysis of military pay issues and initiatives for the development and implementation of the DMO/DMR software systems for active and reserve pay processing.
Develop military pay policies and provide oversight for functional system requirements.
Works on multiple tasks or assignments simultaneously and completes these assignments in a timely fashion.
From a financial management perspective, supports DFAS leadership in the assessment of complex IT projects and information management issues.
Interprets and analyzes statutory, regulatory, and administrative requirements to provide assistance in the development of standard financial policies and procedures for the development of DMO/DMR software systems.
Design, develop and execute the test cases for the DMO/DMR software systems.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-11 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Writing system requirements for automated financial systems from system change requests and user-provided deficiency reports; evaluating and interpreting financial policies, regulations, and statutes; analyzes and evaluates system architecture and administration; updating system user documentation including system administration guides, quick references, and help documentation; and executing software test plans.
