The position is telework eligible consistent with the Agency’s telework and remote work program policy.This position is located in Office of Finance and Operations, Office of equal Employment Opportunity Services. The incumbent is involved in internal Federal Equal Employment Opportunity work as defined by a body of laws, regulations, administrative procedures, government and agency policies, and court and administrative decisions.

Duties

APPLICATION LIMIT: This vacancy announcement is limited to the first 75 applications received and will close at 11:59PM Eastern Time on the day that we receive the 75th application, or at 11:59PM Eastern Time on the listed closing date, whichever occurs first.  We encourage you to read this entire vacancy announcement prior to submitting your application.As a Equal Employment Opportunity Specialist, GS-0260-12, you will be responsible for:• Processing individual Federal Sector Equal Employment Opportunity complaints (Pre-complaints and Formal Complaints), counseling, referring Pre-complaints to Alternative Dispute Resolution (ADR), conducting procedural reviews, and managing investigations.     • Managing Special Emphasis Program(s), including developing and implementing a Strategic Plan for assigned Special Emphasis Program(s). Engages employee work groups to identify any barriers to the employment of the constituency group. Plans and establishes priorities in managing Part H and I (Special Program Plan for the Recruitment, Hiring, and Advancement of the constituency group) of the MD715 process in accordance with Equal Employment Opportunity Commission regulations and directives. Conducts data analyses on trends in targeted recruitment and outreach.   • Performing work involving fact-finding analysis, and the application of Civil Rights principles to identify and/or perform conflict resolution while counseling, investigating, negotiating, or preparing reports and consulting on a wide range of activities.     • Applying effective interpersonal skill for the purpose of establishing and maintaining good working relationship and engagement with customers in order to obtain their cooperation for resolution attempts.

  • Must complete a Background Investigation and Fingerprint check.

Qualifications

Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-12, if you possess the specialize experience.Specialized Experience for the GS-12One year of experience in either federal or non-federal service that is equivalent to at least a GS-11 performing two (2) out of three (3) of the following duties or work assignments:1. Experience in conducting Equal Employment Opportunity Pre-complaint limited inquiry or developing Equal Employment Opportunity Counselor's Report.2. Experience in oral and written communication involving a variety of customers at all levels to provide advice or assistance, to answer questions, solve problems or understand technical issues.3. Experience in conducting special studies, planning, developing, implementing or monitoring policies and program practices in order to identify employment barriers of minorities, women, or persons with disabilities.Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1. Knowledge of Federal personnel administration policies and practices, Equal Employment Opportunity laws, statutes and applicable regulations in processing Federal Sector complaints.2. Knowledge and understanding of barriers to employment; effective analytical skill of workforce demographics to produce diversity and affirmative employment reports and action plans.3. Skill in interpreting and analyzing applicable Equal Employment Opportunity related case law, and compiling and analyzing workforce data and developing related written documents and statistical workforce reports.4. Ability to perform facilitation, negotiation and Equal Employment Opportunity counseling.
