You will serve as a Financial Management Analyst in the , Comptroller Department (N8), Business Management Office (N83), NAVY ERP Systems (N834) of MILITARY SEALIFT COMMAND.

Duties

You will develop and direct the execution of resources and policy for Command-wide operations. You will maintain effective and production working relationships with personnel at all levels. You will analyze and evaluate role mapping requirement for MSC Enterprise. You will operate configuration management tools such as Solution Manager, HEAY, and Quality Center. You will lead MSC-wide sustainment operations for Navy ERP, which includes Command-wide responsibility for mission-critical financial, workforce management, acquisition, and program management processes. You will plan for and synthesize requirements of competency areas, such as program management, financial management, logistics, and other specialties into integrated strategies and processes to support the program.

  • This position is eligible for part time, full time or ad-hoc telework at the discretion of management.
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This is a bargaining unit position.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

For GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Specialized Experience: Experience performing or advising on work in any of the phases or systems of budget administration such as: formulation of budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities. Experience reviewing and evaluating budget requests; control, and reporting of obligations and expenditures to include development, determination, and interpretation of budgetary policies and practices. Experience analyzing and recommending costs and benefits of alternative methods of financial management of organization's programs and administrative operations. Experience implementing legal and regulatory controls over approved budgets; Experience providing advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities. Experience in a variety of other fiscal, accounting, or financial management duties and responsibilities may also performed by incumbents of this position depending on the needs of the organization.
