The purpose of this position is to serve as a Senior Program Specialist for the Program Management Division. You will be responsible for developing, implementing and managing technical programs, technical business solutions, protocols and practices, standard operating procedures to assist in the incorporation and continued DoD, DCSA and OCI operations as well as assisting with incorporating programs into the agency's existing operational mission.
Duties
As a PROGRAM SPECIALIST you will be responsible for the following duties:
Serves as senior technical advisor for CI technical projects as they pertain to CI mission areas.
Provides service and assistance in the area of CI integration into DCSA IT and governance programs and processes.
Plans, directs, controls and evaluates the operations of the CI technical projects.
Develops short and long range plans in connection with projected changes in functions and programs.
Determines operating guidelines, approaches and modes of operation for CI within policy, guidelines and constraints provided by governing laws, the Office of the Secretary of Defense (OSD) and DCSA and OCI policies.
The incumbent is the COR for OCI/PM Division technical contracts.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG-13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:
The incumbent must possess a sound and extremely broad exposure to and knowledge of technical systems and operational issues relating to counterintelligence and must be familiar with technical solutions related to security,information security and assurance, critical infrastructure protection and risk management.
Working knowledge of the concepts of knowledge management, IT systems related to strategic counterintelligence functions of, investigations, operations, collections, production and functional services.
Knowledge of and experience in IT and knowledge management development and metrics, as well as the ability to innovate new methods, techniques and processes needed to respond to evolving circumstances.
Understanding of technical solutions related to acquiring sensitive or classified information and technology, classified technologies and program data in cleared industry.
Skill at building coalitions and consensus when faced with difficult and complex program planning issues and problems and achieving results in programmatic matters and relationships.
