The Program Analyst serves as an Operations and Leasing Specialist (Contracting Officer's Representative - COR) for the Ralph H. Johnson VA Medical Center, all leased property and works in close coordination with the VISN Contracting Officer. The incumbent's main responsibility is the administrative management of all leased property/space and works under the direct supervision of the Chief, Office of Strategic Planning and Analysis and indirectly supports Senior Management staff.
Duties
The Program Analyst main responsibility is the administrative management of all leased property/space. In doing so, the incumbent is responsible for supporting the medical centers mission, goals, and objectives by identifying and delineating procurement requirements and ensures that all leasing needs are met in the most efficient, effective, economical, and timely manner. The incumbent also works in close coordination and interaction with all medical center Services especially with Engineering Service and Information Technology.
Major duties include but are not limited to:
Possess knowledge and adheres to all applicable FAR requirements for all lease procurement activities. These include but are not limited to Directors Request for Space Memorandum, Requirements Package, Space Plan, Delineated Area, Government Cost Estimate, Acquisition Project Team, Market Research, Property Search, Source Selection Plan, and a Cost Benefit Analysis.
Responsible for completing and loading all documents for each lease acquisition plan in the Electronic Contracting Management System (ECMS).
Responsible for close coordination with each medical center Service and the VISN Contracting Officer to complete the Request for Lease Proposal (RLP).
Serve as the Contracting Officer's Representative (COR) upon award of a lease.
Responsible for the day-to-day operations and administrative management of all leased space.
Responsible for service provided under each lease agreement which include, but not limited to: environment of care issues, maintenance, repair, cleaning, and disposal of furniture, fixtures, and equipment (FF&E); routine construction; and engineering to include mechanical, electrical, and plumbing.
Issue instructions, interpret and make available pertinent guidelines, hold team briefings, define objectives and otherwise coordinate individual and team activities as it relates to managing leased property.
Keep the Contracting Officer fully informed of any technical or contractual difficulties encountered during performance.
Responsible for maintaining adequate records to sufficiently describe the performance of duties as COR during all contract/lease performance and provide the Contracting Officer with a copy of any correspondence sent to the property owner.
As the Operations Manager for special projects, the incumbent is responsible for entering and maintaining accurate information on all leases in the Capital Asset Inventory system.
Perform other related duties as assigned.
Work Schedule: Monday through Friday, 7:30am - 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/21/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the area of Leasing Procurement; ability to apply analytical techniques and evaluation criteria to the measurement and improvement of programs effectiveness and/or organizational productivity; ability to locate and interpret appropriate applicable regulations; knowledge of various administrative areas such as procurement and leasing supporting a service and the ability to research and assemble data. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of a PH.D or equivalent doctoral degree, successfully completed three (3) full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11.

Physical Requirements & Work Environment: The work is primarily sedentary, although some slight physical effort may be required. Adequate vision to use a computer, read printed material and charts as required. Must be able to hear normal voices and able to speak to an audience effectively. The incumbent will be subjected to stressful situations due to short timeframes for completion of assignments and potential conflicts. Some travel may be required.
