Duties
Serve as the Portfolio Program Manager for DLA HQ and primary management levels within DLA on special projects, contracts, and
budget such as Cost Transparency, Portfolio Service Manager, workforce management barrier analysis , efficiency studies and short- and long-term planning requirements.
Serve as the D Code Integrator and provides support to Process Owner and Process Integrator representatives in DLA.
Provide program manager responsibilities for Portfolio Management.
Function as the D Code Integrator and provides support to Process Owner and Process Integrator representatives within DLA.
Develop Enterprise instructions and standard operating procedures (SOPs) regarding new processes implemented.

Qualifications
To qualify for a Program Analyst your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Providing portfolio program management on assigned projects/contracts at the Headquarters and primary management level.
Executing policy and develop standard operating procedures.
Oversees projects, contracts, budget across all functional and end-to-end processes addressing information, alignment, and expertise.
Developing work plans and schedules, evaluates program efficiencies and cost savings, compares cost transparency initiatives, monitors progress, seeks improvements for efficiencies, institutionalizes best practices and communicates lessons learned.

Conducting analytical studies and evaluations requesting and utilizing input from managers throughout the command and develop reports and consensual agreements as to the findings/recommendations.

Substitution of education may not be used in lieu of specialized experience for this grade level.
