Duties
Primary Purpose: to serve as the Deputy Command Electronic Warfare Officer (EWO) providing planning, direction, and organization for USCENTCOM Electronic Warfare (EW) Branch. Responsible for executing Electronic Warfare Coordination Authority (EWCA) for current USCENTCOM operations and providing input to spectrum management issues throughout the USCENTCOM Area of Responsibility (AOR) in support of friendly Electromagnetic Spectrum (EMS) superiority. Assist the USCENTCOM Command EWO with
the synchronized integration of Electronic Attack (EA), Electronic Warfare Support (ES), and Electronic Protection (EP) into current USCENTCOM operations in the AOR, and assume the duties of the Command EWO in his/her absence. Aids in the development of USCENTCOM EW objectives and synchronizes those objectives with Computer Network Operations (CNO), Development, Concept and Application, Information Operations (IO), Operations Security (OPSEC), and Military Information Support Operations (MISO) in support of political and military objectives in the CENTCOM AOR. Monitors current EW/IO operations and friendly EMS management and develops courses of action for EW problems/deficiencies.
In concert with the Command EWO: plans, organizes, and in EW branch chiefs absence directs the activities
of the USCENTCOM EW Branch, ensuring compliance with legal and regulatory requirements to meet
theater needs.
Liaises with a variety of installations and functional area organizations as the USCENTCOM EW
coordination authority.
Prepares and delivers oral presentations.
Directs and/or leads special projects or studies.

- Work may occasionally require travel away from the normal duty station (CONUS and OCONUS) on military or commercial aircraft.
- Must be able to obtain and maintain a Top Secret Clearance with Sensitive Compartmented Information access.
- Incumbent maybe required working rotating shifts, weekends, and federal holidays throughout the year.
- Position may include additional program security requirements in order to fully perform the duties and responsibilities of the position. If so, incumbent must be willing to submit to a Counter Intelligence Polygraph and mandatory drug testing.
- The work may require the employee to drive a motor vehicle. An appropriate, valid driver’s license maybe required for the position.
- This is a Centrally Managed Position in the Operations Career Field.
Qualifications
Conditions of Employment Continued:
Drug Testing Program. As a mandatory requirement for employment in the TDP, the incumbent is (A) to refrain
from the use of illegal drugs and (B) if requested, to submit to urinalysis testing. The selectee must sign a statement
acknowledging the position occupied is identified as a TDP.
Position is designated Special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS)
security clearance with access to Sensitive Compartmented Information (SCI) based on a Tier 5 investigation. A nondisclosure
agreement must be signed.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis, Series 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12,(or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes mastery of advanced electronic warfare (EW) principles and practices and a comprehensive knowledge of EW planning and programming EW regulations, guidelines, and processes; and a thorough knowledge of EW planning, EW support to long-range plans such as war, mobilization, exercise, deployment, and similar operations planning efforts. High degree of skill in analyzing and comparing the electromagnetic environment (EME). Recognized the need for military forces to have unimpeded access to and use of the EME creates vulnerabilities and opportunities for electronic warfare (EW) in support of military operations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of professional concepts, principles, techniques, and practices of EW.
Knowledge of EW information and support equipment safety and security regulations.
Knowledge of integrated air-vehicles, ground systems, and support equipment.
Ability to communicate effectively, both orally and in writing.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Ability to use computer applications in support of planning, designing, analysis, and reporting.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
