This position is located in the Office of the Chief Financial Officer, National Finance Center (NFC), Government Employee Services Division (GESD), Client Services Directorate (CSD), Client Management Branch (CMB), Section two. The Program Analyst serves as a customer liaison assisting NFC customers with analyzing and evaluating data to identify actual or potential problems and advises supervisors of deficiencies when they occur for Federal agencies serviced by NFC.
Duties
Conducts studies to evaluate and recommend ways to improve the effectiveness and efficiency of staff/section programs.
Reviews reports for accuracy and takes necessary actions to correct errors.
Assists customers with coordinating, gathering, and analyzing data of actual or potential trends with applications.
Provides advice and guidance to customers concerning work assignments and administrative matters.
Assists in the creation of cost estimates for statements of work and other solicitation drafts by
gathering resource estimates and applying appropriate industry costs for facilities.
Assists with analyzes proposed vs. actual accomplishments and notify customers of deficiencies when they occur.
Requirements

Qualifications
GS-07:You must have one (1) year of specialized experience equivalent to at least the next lower grade level (GS-05) or pay band in the Federal service or equivalent in the public sector. Specialized experience for this position includes: (1) Reviewing public laws, USDA, Departmental, and Federal regulations, audit reports, and policy statements to determining their impact on automated systems and procedures. (2) Conducting office tours and participating in other Center representational activities. (3) Assist in developing and issuing comprehensive internal procedures, desk guides, and management directives for use by supervisory personnel and operating units; and (4) Conducting comprehensive organization studies and analysis.
GS-09: You must have one (1) year of specialized experience equivalent to at least the next lower grade level (GS-07) or pay band in the Federal service or equivalent in the public sector. Specialized experience for this position includes: (1) Reviewing public laws, USDA, Departmental, and Federal regulations, audit reports, and policy statements to determining their impact on automated systems and procedures. (2) Assist in developing and issuing comprehensive internal procedures, desk guides, and management directives for use by supervisory personnel and operating units; (3) Experience performing work involving a full range of technical documentation tasks related to customer communication, standard operating procedures, desk guides, and/or management directives. (4) Conducting comprehensive organization studies and analysis and provide recommendations, and (5) Experience and Knowledge of NFC's systems and applications.
Time-in-Grade Requirements:
GS-07: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level (GS-05).
GS-09: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level (GS-07).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education can be substituted for experience at the GS-07 Level
1 full year of graduate level education OR Superior Academic Achievement.
Education can be substituted for experience at the GS:09 Level
Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related
