Duties
Monitors and performs detailed analyses of program progress and utilization of resources.
Applies an extensive knowledge of different functional programs and program planning, evaluation, analysis and budgeting techniques.
Presents, analyzes and verifies data, techniques, methodologies and formats associated with budget and program development.
Develops and maintains databases that contain program data, funding data, delivery dates, and other key pertinent information as required.
Formulates and coordinates input to planning documents, e.g. Business Plans, Strategic Plans, etc.
Provides advice and consultation on assigned programs, exchanges information with other personnel/organizations, and represents the organization at conferences, meetings, etc.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Persons born after 31 December 1959 and assigned the gender of male at birth must be registered for Selective Service.
- This position has a Temporary Duty (TDY) or business travel requirement of less than 25% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Appointment to this position is subject to a Three-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DE-02 (GS-11 equivalent grade level or higher) in the Federal Service which includes: 1) Planning, analyzing, and reviewing major programs associated with mission and customer funded programs; 2) Evaluating policies, procedures and regulations for applicability and compliance to assigned programs; and, 3) Developing resource requirements and preparing budget submissions for assigned programs.
