You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER'S OFFICE of NAVY WARFARE DEVELOPMENT CENTER.
Duties
You will analyze budget execution against budget controls and providing recommendations for current and future funding requirements.
You will perform budget formulation and justification involving the preparation of detailed analyses of annual and/or multi-year budget estimates into a consolidated, executable budget request.
You will analyze data from various financial reports and identifying trends in the use of funds in order to facilitate adjustments in spending.
You will research, consolidate, prepare, summarize and analyze data for various financial reports with regard to budget formulation, budget execution, accounting and audit readiness.
You will analyze and review various financial reports to determine funding levels throughout the execution year.
You will provide technical, regulatory and procedural guidance to Financial Management Office staff and other co-workers throughout the command.

- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
To qualify for the FINANCIAL MANAGEMENT ANALYST, GS-0501-11, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience in researching and applying fiscal policies, precedents, procedures, and regulations to identify, analyze, and resolve a range of budgetary issues within the command.
Experience in extracting and utilizing data from administrative and financial management systems such as Command Financial Management System, Standard Accounting and Budget Reporting System, and other like systems to support command functions.
Experience identifying, analyzing and resolving a range of budgetary problems such as development of alternative methods of funding; formulation of budget estimates for programs in which funding requirements have changed significantly.
Experience in researching and correcting accounting abnormalities to ensure funds are provided to the appropriate accounts and fund holders.
Experience in adhering to Financial Improvement and Audit Remediation (FIAR) guidance and reporting requirements and determining compliance with generally accepted accounting and financial management principles and standards.
Experience planning and conducting financial studies, reviews and writing concise, detailed reports.

Education

Successful completion of a Ph.D. or equivalent doctoral degree
or
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
or
Possession of an LL.M., if related to this position being filled.
