This position is located in the Architect of the Capitol (AOC), Office of the Chief Operating Officer, Superintendent, House Office Buildings (HOB), and serves as a principle financial advisor on the effectiveness of budget/financial operations and programs. Administers the components of the budget that support the operational and construction activities within HOB. Analyzes current and proposed operations and processes of the organization. Advises senior managers on financial matters.

This position is emergency essential - Depending on the type of emergency the employee may be required to report to work during emergency situations.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for this GS-13 position must have at least 52 weeks of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience is defined as: (1) Serving as an agency’s principle advisor on budgetary matters and interpretation of policies, regulations, and laws related to the federal budget process; (2) Utilizing principles, policies, regulations and procedures of budget/financial transactions to evaluate financial data and prepare a variety of reports; (3) Communicating in writing to reflect financial management and budgeting findings and recommendations to top management officials; (4) Conducting reviews and/or audits of financial programs to ensure expenditure of funds in accordance with regulatory or legal requirements; and (5) Creating charts, graphs and reports using financial analytics tools.
