You will serve as a ENGINEERING TECHNICIAN (MATERIALS) in the Metals Laboratory Branch (Code 1430.2), Quality Assurance Division (Code 1430), Naval Foundry and Propeller Center (NFPC) (Code 1400), located at Philadelphia, Pennsylvania a detachment of NORFOLK NAVAL SHIPYARD.
Duties
You will provide research, development, and implementation of the project at hand and the processes and procedures for casting of propellers, propulsors, and other NFPC products.
You will perform engineering technician duties, including assignments related to the following engineering disciplines: materials, metallurgy, chemical, welding, propeller fabrication and repair, and other NFPC manufacturing operations.
You will evaluate drawings, instructions, etc. in which to manufacture and repair non-propeller castings made from various grades of steel, bronze, stellite, copper nickel.
You will determine the fabrication and repair needs of fixtures, lifting and handling gear, etc., related to casting, foundry, and machining operations based on the material properties
You will resolve technical problems where there may be difficulty but have been encountered on previous occasions and may be documented.
You will advise on the area of specialization and is responsible to apply analytical and evaluative methods to make informed decisions on problems and issues.
You will perform materials testing, including casting analysis, chemical analysis, and tensile testing.

Qualifications
GS-11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience possessing theoretical knowledge of chemistry, metallurgy, materials, welding, brazing, and/or nondestructive testing (NDT) engineering principles, practices, and techniques.
Experience working with mechanical test equipment and measuring devises.
Experience implementing knowledge of the Quality Assurance program requirement including inspection requirements, record requirements, and qualification and procedures and personnel.
Experience serving as a welding engineering consultant to various activities engaged in propeller fabrication and repair work and NFPC manufacturing operations.
Experience qualifying welders and assisting in the preparation of work instructions.
Experience executing projects with the knowledge of engineering work procedures.
Experience reviewing operations performed by tradesmen and production shops for compliance with requirements.
Experience implementing knowledge of the Quality Assurance program requirement including inspection requirements, record requirements, and qualification and procedures and personnel.
Experience communicating orally and in technical writing.
GS-10
