You will serve as a Management and Program Analyst of COMMANDER - NAVAL INSTALLATIONS.
Duties
You will develop strategic plans based on information from performing quantitative or qualitative analyses.
You will discuss recommendations for more efficient or economical utilization of resources with managers.
You will negotiate recommendations involving resources or changes to projects or programs.
You will summarize findings to facilitate development of recommendations for improvement.

- This is a Cyberspace Workforce position, the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Planning, Programming, Budgeting and Execution (PPBE) processes, including advising leadership on long term IT/ OT capital investment planning and resourcing to promote meeting shore/facilities transformation plans and forecasts; Developing Program Objective Memorandum, budget execution plans, execution tracking, etc.; Developing strategies and capabilities that support enterprise-wide decision-making, improve financial operations and create impact within the organization; Collaborating with customers, employees, stakeholders and project teams to ensure availability of funding and subsequent success of project execution from inception to closeout; Implementing complex projects; managing and mitigating risk, assessing stakeholder requirements, identifying dependencies, and developing responsive project plans; estimating costs and other resources using quantitative analysis to project requirements; and completing projects within deadlines; Measuring the performance against business objectives and enterprise risks; performing oral and written communication skills; Demonstrating the ability to leverage skills to negotiate with and influence senior leadership decision making; Demonstrating interpersonal, organizational, and problem-solving skills, including demonstrated ability to work effectively both independently and in a team or collaborative environment.
