Duties

Serves as the Financial Analyst in a Defense Commissary Agency (DeCA) HQ location. The primary purpose of this position is to provide detail level analysis and support at the mid-tier journeyman level in the functional area assigned. Functional areas include: payroll, travel, expenditure accounting (Payables and receivables), resale operations, policy, systems support, customer service, compliance and reporting as well as internal control. Position responsibilities include: Follows accounting operating procedures for accurate and efficient processing of financial transactions. Performs daily/monthly reconciliations of various accounting processes to ensure the general ledger to subsidiary ledger are balanced in support of financial statements. Advises managers on any data integrity issues. Trains entry level technicians as requested by management

To qualify for this position your resume and supporting documents must show that you possess (A) 1 year of specialized experience equivalent to the GS-07 level or equivalent to at least GS-07 under other Federal service pay systems, private sector, or military, OR (B) a Master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree with major study in business administration, public administration, agricultural economics (food industry management), or other fields related to the position, OR (C) a combination of experience and education that equals 100% of the qualification requirements. To compute the percentage of experience and education you have that meets the qualification requirements, divide your total months of experience by 12. Then divide your semester hours by 60. Add the two percentages. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Examples of qualifying specialized experience: Recommending accounting or financial efficiencies to management. Performing daily/monthly reconciliations of various accounting processes to ensure the general ledger to subsidiary ledger are balanced in support of financial statements. Reviewing and analyzing Accounts Receivable reports for maintenance and reduction. Coordinating with various activities on matters pertaining to accounts control and administrative support, i.e., results of audit, receipts of shipments, price changes, unauthorized items, discounts, customer credit card transactions, and other related matters. You must also meet the following requirements by the announcement closing date: Current and former federal employees in either the competitive or excepted service and current federal employees applying under VEOA eligibility are subject to time-in-grade. You must have served 52 weeks at the next lower grade level to be eligible for promotion. You must submit SF50s with your application package to verify you held the next lower grade level for at least 52 weeks. You may need to submit two (2) or more SF50s. Examples of appropriate SF 50s include Promotion, Reg WRI, and SF 50s effective more than 52 weeks ago. The next lower grade level for this position is GS-07. Current civilian employees must have completed at least 90 days of federal civilian service since their latest nontemporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens."

Education

Education used to qualify for this position must be from an accredited school or educational institution recognized by the U.S. Department of Education and a copy of your transcript is required as part of your application package. For the application process, unofficial transcripts are acceptable if they contain the applicant's name, the name of the school, the date and degree that was awarded, and the list of classes and credits earned. Failure to provide transcripts will result in you being rated ineligible for this position. If selected, you must provide an official transcript before we set your entrance on duty date.

Foreign Education. If using education completed in foreign colleges or universities to meet the qualification requirements, you must show a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or show that a U.S. accredited college or university has given full credit for the foreign courses.
