This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for BUDGET ANALYST to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is at the US Army Command Element at Fort Leonard Wood Missouri.
This is a developmental position; you may be selected at any grade level for which qualified, with non-competitive promotion potential to target grade (GS-11).
Duties
This is a developmental position; responsibilities are listed at the full performance GS-11 level.
Serves as a Budget Analyst in the Program and Budget Division, G-8 (Directorate of Resource Management.)
Responsible for the management programming, formulation, execution, and review and analysis of funding for all programs within the assigned areas of responsibility.
Reviews and studies directives and related changes pertaining to the AMS, determines extent of change and recommends best method of implementation.
Reviews, analyzes, integrates and compares reports originated by the activities and other analysts to resolve discrepancies.
Serves as liaison among program managers, the G-8 and other staff offices connected with the budget process
Frequently reviews the operating budget position based on data furnished by activities, Finance and Accounting and higher headquarters relative to changing requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires incumbent to obtain and maintain Financial Management Certification Level 2, within 24 months of employment. Failure to obtain this certification within the required time may be subject to adverse action.
- The duties of the position require Temporary Duty Travel (TDY) approximately 5% of the duty time.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-09 Specialized Experience: One year of specialized experience which includes formulating a budget, preparing budget reports, and utilizing automated systems to research and monitor obligations and expenditures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Accounting, Finance, Mathematics, Economics, Statistics or LLB, JD, or if related to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-11 Specialized Experience: One year of specialized experience in Federal service which includes experience with budget formulation, preparing budget execution reports, monitoring and tracking obligations and expenditures to meet funding limitations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Accounting, Finance, Mathematics, Economics, Statistics, LLB, or if related to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Time in Grade: Time in grade does not apply because this is a DoD DHA solicitation and subsequent appointments result in a new federal civil service appointment.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
