The primary purpose of this position is to to provide budgetary, financial management, and audit services in support of the 513th Air Control Group mission, and serve as the Budget Analyst to the 513th Air Control Group Commander, Staff, and the 4 associated squadrons consisting of more than 400 personnel.

Duties

Develops complex fiscal requirements across multiple appropriations in coordination with group and squadron Commanders, Directors of Operations and Senior Enlisted Leaders. Serves as the primary budget analyst for monitoring and disseminating budget execution updates, and submits reprogramming requests as necessary. Interfaces with Unit Deployment Manager and Unit Training Manager to ensure training or deployment-related items are properly forecasted, funded and reported in support of the MAJCOM and Commander's readiness program. Utilizes many automated financial systems and disparate reports in order to gather information, make decisions and advise commanders.

  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes applying financial analysis, and review reports, documents records, data or other materials for authenticity. Applies laws, regulations, policies, standards or procedures to specific financial issues. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Applicants must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. NOTE: Applicants must submit a copy of OFFICIAL transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicants must possess equivalent combinations of successfully completed post master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: Applicants must submit a copy of OFFICIAL transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the various financial requirements of the organization, and how they impact the overall mission, functions, operations, laws, regulations and programs of a military group or wing equivalent. 2. Knowledge of functions, requirements, related policy and sources of funding pertinent to organizations and their programs. 3. Skill in the application of methods and techniques (e.g., cost-benefit analysis, ZBB, amortization, depreciation, and pro-rating revenues and costs among customers) to analyze and evaluate the effects of changes in program plans and funding. 4. Skill in gathering, assembling, and analyzing sources of information, such as that found in accounting reports, payroll records, work reports, or inventory and supply data. 5. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems. 6. Ability to communicate effectively, both orally and in writing PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
