The primary purpose of this position is to serve as a Budget Analyst performing a variety of budget functions involving the formulation, execution, and/or analysis of budgets and economic cost analysis studies for substantive programs and support activities.
Duties
Performs financial management/budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for one or more future budget years.
Performs budget execution, trend analysis and financial management work involving the monitoring of obligations incurred and the actual expenditures of funds, different sources and types of funding; such as direct annual, multi-year and no-year appropriations; apportionments; allotments.
Serves as a consultant to management providing advisory support to managers as to proper methods, techniques, and factors.
Conducts analyses, reviews, and special studies of financial management related information.

- May be required to travel on military or commercial aircraft to attend conferences and meetings.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying budgetary practices, procedures, and regulations to formulate budgets; preforming cost studies, budget analysis of financial data, and executing budget in support of operations and programs; analyze the effects of changes in program plans and funding requirements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes and computer systems related to the aspects of budget preparation and execution.
2. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations.
3. Knowledge of sources of factual information about and related to processes of budgeting, such as that found in accounting reports, payroll records, work reports, or inventory and supply data.
4. Knowledge of automated data processing concepts and systems capabilities to accomplish budget/funding tasks.
5. Skill in formulating, justifying, and/or executing assigned budgets/programs.
6. Ability to gather, assemble, and analyze data to prepare budget estimates, develops alternatives, and makes recommendations to resolve budget/funding problems.
7. Knowledge of communication techniques, principles, and regulations to communicate effectively, both orally and in writing, in responding to work related problems and questions dealing with team members, using activities, other Wings, other ALCs, ALC Commander, HQ AFMC and other DoD organizations. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
